Elizabeth Campbell-Dorning is the Director of Qualifications Recognition Policy in the International Mobility Branch of the Department of Education and Training. She is responsible for enhancing student and labour mobility through qualifications recognition. This comprises international engagement relating to qualifications frameworks, including the Australian Qualifications Framework and the ASEAN Qualifications Reference Framework, in addition to facilitating the approval and support of Australian skilled migration assessing authorities.
Ms Campbell-Dorning routinely represents Australia in international and multilateral forums, including UNESCO and ASEAN, to minimise barriers to mobility and promote the recognition of Australian educational and professional qualifications. She has been responsible for leading the Asia-Pacific region in the revision and implementation of the UNESCO Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education (Tokyo Convention), which Australia ratified in July 2014, chairs the drafting committee of the UNESCO Global Convention on the Recognition of Qualifications in Higher Education, which was adopted at the 38th UNESCO General Conference in November 2015, and is Australia’s representative on the ASEAN Qualifications Reference Framework Taskforce.
