He is an Advisor of Korean Association of HRD where he served as Founding President. He also served as the 23rd President of Korean Society for the Study of Lifelong Education, and Founding President of the Seoul Lifelong Education Coalition. He worked for several years in industries in Seoul, Amman, and Hong Kong after earning BA from Korea University. After receiving MA and PhD from Michigan State University, he served as an Evaluator for the Kellogg Leadership and Local Government Education Project in Michigan. He then spent his long academic career at Korea University where he worked as Director of Educational Research Institute, Director of Continuing Education Institute, Dean of College of Education, and Dean of Graduate School of Education. He also has an extensive career as an administrator and advisor for governments and industries including the 5th President of the KRIVET (Korea Research Institute for Vocational Education and Training), International Policy Advisor for the SEIP (Skills for Employment Investment Program) in Bangladesh, World Bank Consultant for the Sri Lanka Skills Development Project, and HRD advisor for industries. His researches were published by the Harvard Institute for International Development and the Graduate School of Education at Harvard University, and the Walter H. Shorenstein Asia-Pacific Research Center and Freeman Spogil Institute for International Studies at Stanford University. He has presented at numerous international conferences including those organized by UNESCO, World Bank, German Federal Ministry of Education with OECD, Asian Productivity Organization, Stanford University, the University of British Columbia, Nagoya University, Hokkaido University, Zhejiang University, University Putra Malaysia, Philippines Normal University with ASEM LLL Hub, and the International Institute for Trade and Development in Thailand.
